The man with the vision of developing a family vacation island completed the purchase transactions for Ocean Isle Beach in 1953. In 1951, Odell had begun building Four Mile Road from the center of the island to Highway 17. At that time, the island had only a few shacks used by commercial fishermen who plied their trade every fall. The Island had few roads, no bridge, no electricity, no telephone, no mail service and no cottages. An island ferry was completed in the spring of 1953.

During World War 11, the Coast Guard had stationed a unit of its famous “Horse Patrol” on the island to guard against Nazi U-boats that were wreaking havoc with coastal shipping lanes during the war. After the war, the Coast Guard station was abandoned leaving the island once again to the birds, the fishermen and the occasional visitor. Odell’s bulldozer began leveling streets and blocking out oceanfront lots to sell. This quiet, lonely strand with its sun-drenched solitude would have guests arriving soon.

On Friday, October 15, 1954, Hurricane Hazel hit Ocean Isle Beach at the highest lunar tide of the year. Only 2 of the 17 houses on the island remained after Hazel. Houses were built on pilings after Hazel. Odell was on his bulldozer a few days later to achieve his vision of developing a family vacation island. The rest, as they say is history.
